Chief Delma Noel-Pratt

Chief Delma K. Noel-Pratt is an accomplished law enforcement executive with more than 30 years of experience leading complex police operations, advancing community policing, strengthening organizational accountability, and improving public safety. Throughout her career, she has demonstrated a commitment to effective, just, and transparent policing while building strong partnerships between law enforcement and the communities they serve.

Chief Noel-Pratt began her career with the City of Miami Police Department in 1989 as a Public Service Aide before joining the Miami-Dade Police Department in 1993. During her 24-year career with MDPD, she advanced through the ranks from Police Officer to Division Chief and provided oversight of several major operational and investigative functions, including Miami International Airport, PortMiami, the Public Corruption Bureau, Special Investigations Division, Special Response Team, and Aviation Unit.

On May 1, 2017, Chief Noel-Pratt made history when she was sworn in as the first Black female Chief of Police for the City of Miami Gardens Police Department. Under her leadership, the department has implemented proactive strategies focused on violent crime reduction, community engagement, officer accountability, and organizational excellence. Her tenure has also included the department achieving its initial Commission for Florida Law Enforcement Accreditation (CFA) accreditation in 2020, implementation of body-worn cameras, and creation of the Community Action Team to strengthen relationships between officers and the community.

Chief Noel-Pratt holds a Bachelor of Science and a Master of Science degree. Her executive leadership training includes the FBI National Academy, the Major Cities Chiefs Association Police Executive Leadership Institute, and the Broward Sheriff’s Office Executive Leadership Program.

Chief Noel-Pratt’s commitment to leadership, mentorship, and creating opportunities for women in the profession led her to become a co-founder of the Florida Association of Women Law Enforcement Professionals (FAWLEP). Through FAWLEP, she is committed to supporting the professional growth and leadership development of both sworn and professional staff and helping build a strong statewide network for women throughout Florida law enforcement.

In 2022, Chief Noel-Pratt became the first Black female President of the Miami-Dade County Association of Chiefs of Police and subsequently served as Immediate Past President. She has received numerous awards and professional honors and remains committed to mentoring law enforcement professionals, developing future leaders, strengthening community trust, and advancing excellence within the profession.
